- The agent MUST NOT rely on secondary sources without verifying primary authority

Good criteria examples:

Bad criteria examples:

Completion Signal (RFC 2119)
Research memo MUST exist with relevant precedents analyzed, regulatory landscape mapped, and legal strategy recommendations documented. Researcher MUST have confirmed all cited sources are current and authoritative. Analyst MUST have validated the applicability of findings to the specific matter.
